Selected Project Experience
SPVs current portfolio includes work on a ground breaking Low Carbon Energy Hub proposal to establish a Community Energy Service Company working with a leading Social Enterprise to deliver renewable energy.
SPV has contributed to a number of Strategic Regeneration Frameworks including the North Liverpool Strategic Regeneration Framework and the Colwyn Bay Masterplan supporting the lead consultant through economic and policy analysis, stakeholder consultation and developing the Low Carbon economy.
Other work streams include funding and appraisal work for developers and property agents accessing European Regional development Funding and Regional Growth Funding for property schemes. Planning support for a number of infrastructure schemes and site relocation and redevelopment for a number of businesses.
As a visiting lecturer in the Department of Geography and International Development Studies at the University of Chester SPV stays at the forefront of research and development in issues of climate change, sustainability, Low Carbon energy use and renewable energy generation.
Development Appraisal and Property Marketing
Working with inward investing companies to secure investment on an NWDA owned Regionally Strategic site in Liverpool at Estuary Commerce Park . Working with St Modwen properties as preferred developer to secure gap funding from ERDF to deliver the first phase of speculative light industrial units on a new 29ha business park developed on brownfield land. Disposal of plots to individual companies on a design and build basis for new light industrial and office units. |

Environmental Due Diligence and Contaminated land
Audited a range of industrial manufacturing processes in the UK and France working on behalf of Venture Capitalists, Lawyers and Banks for corporate mergers and acquisitions. Site investigation scoping and analysis for sectors including food, chemicals, automotive and ports.
Financial
Directing a brief to develop a financial model to assess the viability of a public private partnership to deliver large scale land acquisition, site servicing and redevelopment working with Ernst & Young.

Green book appraisal
SPV has experience in carrying out full project appraisal based on Treasury Green Book methodology and can help clients to secure funding by assisting with bid writing, appraisal, monitoring and evaluation. |

Land Acquisition Strategies
Working with GVA Grimley to identify market opportunities for public sector land acquisition based on employment land analysis, land referencing and market demand assessment in the Northshore area of Liverpool . This involved close liaison with the Homes and Communities Agency who are a significant land owner in the area.
Masterplanning and Urban Design Diane developed a Strategic Physical Investment Framework for Liverpool, managing a consultant team to produce a 15 year Strategic Framework working with DTZ, Faber Maunsell and Taylor Young. The work was used to guide Liverpool Vision's future investment priorities, influence funding partners investment decisions and helped inform the Local Development Framework.
Mixed Use Development
| As Head of Northshore Diane led Liverpool Visions activities in working with Peel Holdings to masterplan a derelict 60ha waterfront site in the heart of Liverpool 's World Heritage site. |
| The Liverpool Waters site is a designated growth point and sits adjacent to some of the most deprived wards in the UK which have been the subject of large scale housing renewal activity. Working closely with Council officers and Peels team including White Young Green and Regeneris Diane commented on the emerging evidence base and proposals for 17million sqft of mixed use development to be delivered over a 30-50 year time scale. |

Policy
Responsible for policy at Liverpool Land Development Company Diane led input to the Regional Spatial Strategy, Regional Economic Strategy, Liverpool City Region development Plan, Merseyside Action Plan. More recently for Liverpool Vision Diane has led responses to the Local Development Framework Core Strategy for Liverpool, the Liverpool and Wirral Strategic Housing Land Assessment, Merseyside Waste Sites Development Plan Document Consultation.
Programme Evaluation
Diane led the production of an end of programme review of the NWDAs £30million investment in Liverpool Land Development Company, a direct delivery vehicle responsible for large scale capital works in Liverpools four strategic Investment Areas. The work was undertaken by Amion Consulting.

Transport Assessment,
Managing a consultant team to produce a fifty year vision for the redevelopment of Northshore, underpinned by a transport assessment to support the vision and a financial model to assess the viability of a public private partnership to deliver large scale land acquisition, site servicing and redevelopment.
